So the ASAP coordinator (management) selects a group of pilots and allows the pilots to pick their representatives from among that group?

The administrator is really just ensuring that those who applied to be on the ERC know what they are getting themselves into per se. He is also making sure that the pilots who are interested truly are interested. From there, he is putting together bios on the pilots who have applied and are interested for the company pilots to vote on. Last I heard there were 20 applicants interested in being on the ERC. So in a round about answer, no, the coordinator does not select the nominees. This process is FAA mandated as well.
