If I didn't do a circle on my type ride, am I allowed to accept a circle approach if the weather is better than 1000 and 3? I was told by a CP that I COULD accept the approach if I wasn't planning on descending down to circling minimums and if I didn't break out by 1000 ft, I would go missed. I was also told by an instructor that I COULDN'T accept any circling approach, and that I would have to shoot some other type of approach, break out, then be cleared for a visual. (basically circle without being cleared to circle). Any thoughts on this??

Your certificate will say circling approach vmc only, that is the restriction, which really does not mean much because ASA's policy is 1000 and 3 anyway. You can circle it just has to be vmc.

Ditto,
Read you OPS specs, better to do it in the AM, they will put you to sleep ASAP.
It will be in the approaches authorized area, it will state the conditions reqd, and aircraft and training too. SKYW OPS specs authorize circiling approach manuvers with WX conditions greater than 1000 and 3. It is still classified as an instrument approach so clear of clouds, is the order of the day vs VFR conditions.
PBR

The -200 is a cat D airplane anyways, I know at AWAC we are the same, 1000-3, it just does not make sense to circle with less.
