Nope, radio licenses are no longer required as long as the flight will be conducted domestically.

As for the handeld transceiver, I have not ever heard of needing a permit or license to operate one of those in the manner you mentioned. Maybe someone else can back me up on that?
 
Some of those long rage personal sport radios that hikers use need a radio permit (depending on range). But as long as the flght is domseitc as Johnny Carson above said, you done need an operators permit.
