The 2nd US Court of Appeals ruled that NY's Passenger Bill of Rights passed last year after lengthy delays at JFK was an illegal encroachment on federal authority in regulating the airlines.

Yeah really. Whatever happened to that Arizona (or wherever it was) law about serving alcohol for flights in and out of their state (I think they were trying to make a case out of it because airlines didn't have AZ state liquer licenses, etc.)
