TSAs new 12-5 rule. Carriers operating aircraft with max. certified t/o weight of 12,500 lbs. or more are required to fingerprint all pilots beginning Dec. 6th 2002. Supposedly there are 28 disqualifying criminal offenses. I couldn't find those.

The rule
 
The post you provided refers to a copy of the Federal Register, given I believe in February of this year. The 12,500 ruling has since been expanded to 96,000 lbs MGTOW.
 
Nontheless, my company still has us scheduled for printing.
