No AT&T Card in Middle East
Most of the Middle Eastern countries control the telephone and wireless systems within their borders (I have been to all of them). You are required to buy a card from the country telephone company or a local vendor. The cards are not expensive but some, like in Dubai, are only sold in small amounts of time, so you have to talk fast! Surprisingly, the quality of the calls has been excellent. Of course, you don't know who is liostening while you are chatting.
