ANG UPT Orders

I got my orders for UPT the other day. When looking them over I found that they only listed phase 1 and 2, but not 3. I asked the training NCO and she said the guard issues and amendment while I am in phase 2 for phase three. She said the guard does this in case I wash out, then they haven't spent the money on phase 3. I would ask the pilots at my unit, but they are all deployed. Anyways I was just checking to see if this is the norm.
