April 22,2004

Attachment B of the ALPA-US Airways Restructunng Agreement dated July 13, 2002 the A l m y Restructuring Agreement dated November 14,2002; the Piedmont Restructuring Agreement dated October 30,2002; and the PSA Restructuring Agreement dated August 19,2002 all refer to either the ull\'holly.Owned Pilot Sniorlty List" or "Combined Eligibiii List" (hereinafter referred to as the 'CEL") that Is to be utilized for staffing pilot vacancies at Mid-Atlantic Airlines 2nd USAlrways. This CEL is
to be utilized for the sole purpose of staffing the pilot vacaiicie3 at MidAtlantic and USAiways via a flow-through from the above-mentionad u~holly-awned airlines and is not lo be used for any reverse flow-through from either UZAirways or Mid-Atlantic to the
whollyowned airlines. It is understood that this agreement should in no Wily be construed as germane to the seniority integration process ongoing between Alwheny and Piedmont pursuant to ALPA merger and fragmentation policy.
Consistent with the above-menlioned restructuring agreements, the Allegheny MEC, Piedmont MEC, and PSA MK: hereby agree Ma1 Ute cambinsd eligibility list will be constructed as follows:

1. Pilots will be ranked in date of hire order; and
2. Pilots with the same dates of hire shall be ranked among themselves in order of birlh, except that no pilot can bypass another pilot 3n hdher seniority list.

This is the MEC Update for April 23, 2004.

This past week has included some newsworthy event within the company. The most notable happened on April 19, when USAirways announced the resignation of President and CEO David Segal. Segal’s resignation comes after 3 years at
the helm. In more recent times he was part of an embattled contentious relationship with the company’s labor groups,
Replacing Segal will be USAirways board member, Bruce Lakefield. Mr. Lakefield has an extensive financial resume and has received praise from the Mainline Union Leadership, for their dealings in the past. The MEC wishes Mr. Lakefield success and we express expectations of working together towards our
mutual goals. On April 21st members of the ALG and PDT MECs met in Herndon Va. for a joint meeting of the two groups. The MECs voiced concerns and discussed plans for the next phases. We both recognize that the MECs work outside of the merger
process and that our unity is imperative to the tasks that lie ahead. Both formal and informal meetings proved valuable in what will be trying times for the joint entity. The PDT MEC has been invited to the ALG MEC meeting in May to continue preparing for our future. The Merger Committee continues to work diligently on the Merger process. This process is divided into two parts. Currently, the transition agreement that keeps the operations separate until integration of the labor groups, is in the forefront. After the transition agreement, the two Merger Committees will meet to form the integrated seniority list that will be used by the new merged entity. The Chairmen of ALG, PDT, and PSA met on April 22nd, during the 2nd day of the PDT MEC meeting in Herndon Va. During the meeting the Combined Eligibility List (CEL) was agreed upon and signed. The ‘CEL’ is the order in which ‘Wholly Owned’ pilots flow into both MidAtlantic and USAirways. The ‘CEL’ can be viewed on the ALG section of the ALPA web site. The details for preference and by-pass bidding will soon be available and posted on this site. A new Grievance Committee update will be aired on April 23rd. It can be accessed by choosing option 2 from the main menu. As introduced in a previous update, The MEC will convene on May 3rd thru the 5th at 1000L for the Quarterly regular MEC meeting. The meeting will take place at the Wyndam Garden Hotel on Eisenhower Blvd, in Harrisburg. The agenda, which is available on the ALG portion of the ALPA web site, includes election of the MEC Chairman, Grievance Chairman, Professional Standards Chairman, and
Professional Standards Committee Member. Any interested ember in good standing should contact their appropriate LEC representative. That’s all for this ALG MEC update.
 
Council 95 Update


Council 95 held a regular LEC Meeting in Harrisburg on April 21, 2004. The meeting was called to order at 11:30 a.m. with six members present along with MEC Chairman Pat Flannery. The
following is a brief overview of the meeting:

Merger Update:
A report on the progress of the merger was given by Merger Committee member Chuck Martinak and Pat Flannery. Chuck felt that progress with the PDT Merger Committee was being made. A
few snags were hit along the way, but Committee Chairman Gordon Daniel has done a nice job helping to keep the talks moving in a productive fashion. Although we have not yet reached a final agreement, we feel confident an agreement will be reached that addresses both pilot groups concerns. The timeline for the merger was also reviewed. The verification of employment data must be completed by April 24th, 2004. There will then be 10 days to protest any errors in the employment data received by any pilot. The 10 day protest period will expire on May 4th, 2004. There will then be 10 days allowing for the exchange of this data between us and PDT. On May 14th, negotiations will formally begin. There is nothing stopping gotiations from beginning earlier, but this is a deadline tied the Policy Initiation Date, or PID, that was established on March
16th, 2004. A detailed timeline can be referenced in Section 45, ALPA Merger Policy, available on the ALG ALPA website.
Flow-Through Update:

A brief statement on the status of Mid-Atlantic (MDA) was given. They currently have 6 Embraer 170's, with an additional 4 A/C slated to arrive each month for the remainder of the year. MDA will
have a total of 39 A/C by the end of this year. Pilot training is continuing with a new pilot class being held every Monday. These classes are staffed with pilots from the APL list (Mainline
furloughed pilots). When there are no more APL pilots to fill the First Officer positions in the MDA classes, pilots will be taken from the Combined Eligibility List (CEL) of the three Wholly Owned
Airlines. It is expected this could happen in the not to distant future. Updates will be given as they become available.
The CEL is basically a merged seniority list of ALG, PDT and PSA by date-of-hire. At the LEC meeting, Pat Flannery said a copy of the list was being prepared, along with a signature page
affirming acceptance of the list. A copy of the signature page has been signed by the three Wholly Owned MEC Chairman of ALG, PDT and PSA, and should be available on the ALG website very soon.

Recall of the Council 95 Chairman:
Captain Fred Maurer proposed a resolution that would require another meeting for the purpose of recall of Captain Ernie Holtslander, Council 95 Chairman. The resolution was presented to the members present, and a discussion ensued. Captain Holtslander told Captain Maurer that the resolution was not necessary, and a recall meeting would be called in May regardless of any resolution. After a brief recess, Captain Maurer decided he wanted the resolution anyway and presented it to the members present after making some changes in the language. The motion was passed unanimously, and a recall meeting will be held in May. As soon as a date is finalized,
it will be sent out to the Council 95 members.
The meeting was then adjourned.

Pat Flannery, Tom Waterland and Ernie Holtslander then left the meeting and drove to Washington, DC to attend the PDT MEC meeting. MEC members John Karas and Derek Allen also attended. Well, lucky for those last 2 guys, about 5 of the bottom 10 have already left!

They are moving up fast...

If I were still at PDT, I would have been # 353.

DOH and let the chips fall where they may. It should save costs to turn the 3 into 1 airline with a feed to Mid Atlantic after the USAiar furloughees. Finally the wholey owned guys will get to fly the jets they have deserved for years. Ihope it all works out.
