Yes. TOLD data does take into account an engine failure. Military performance data, in my experience, is much more comprehensive, both in detail available to the crew and training, than civlian airlines. Many civlian airlines use tabulated data specific for the runway used (i.e. Runway 31L JFK) . . very quick/easy to calculate.
