Yup, take the written to the FSDO and they will issue you a Ground Instructor Certificate.. I think you need to have the FOI test done as well... Don't waste your time with the Basic Ground Instructor, get either the Instrument or Advanced Ground Instructor, at least this way you can then get the Gold Seal on your CFI if you qualify eventually...
 
If you're not an airplane CFI, you can try what I did: when I went in for my CFI written, I did the AGI written first to use it like a "practice test". Sure, there are a couple of other questions in the question bank that pertain to rotorcraft, gliders, etc... but it worked great. After I had it graded and looked over what I missed, I then did the CFI written.
