I have seen several rated guys hired w/o prior KC or heavy experience over the last few years in my tanker unit. Some even were non-AF and/or rotor-heads. I don't think it is atypical of other ANG tanker units hiring practices, but I could be wrong. I'm very surprised that LNC says they do not hire for UPT positions. However, they may be very incestious and not offering them up outside of their own prior-service homies. As far as I know every ANG unit gets a UPT slot every year or two (larger units might get 2 per year). Funny, I've never seen LCN out on the road, I don't think they are very active in the real world. I'm surprised they dodged the BRAC bullets.
