ACC Charter operation question ?

What are the crew bases for charter op`s ?

There are no "bases", just reporting points. So far the only two places I have reported to are Denton, TX and Ypsilanti, MI.

Do they pay for an airline ticket to your reporting point or is it your responsibility to get there?

Your responsibility to get there via jumpseat. If you cannot get there after a couple of attempts they have been known to buy a ticket if it's a last resort.
