Yesterday, a friend told me that the ATP practical can now be taken BEFORE the requisite hours have been logged, and that some sort of restriction can be issued when the test is passed.

Then, a second visit to the FSDO at a later date, logbook in hand to show the proper times, can get the restriction removed.

Is this correct?
 
I should clarify this.

What I am looking for isn't the regualtion, but the actual practice of how this is being handled recently. As we know, FSDO's don't have the authority to legally interpret the regs, but each FSDO operates a little differently on a day to day basis.

Is this a situation covered under paragraph "d" of 61.159?

The question is based on info I received fourth hand, and I want to know if you have any reports to substantiate this.
