I was over at BWI the other night waiting for my passengers and I noticed there was a flight school at the FBO. I was just wondering do they have to pay the $100 handling fee with every flight or do they (and others based at class B) have an agreement with the airport? That would get pretty expensive....

Well flight schools operated by FBOs are exempt from handling fees.

All they would have to pay is landing fees if there are any.
 
I guess I misworded it, the flight school isn't operated by the FBO, it's next to the FBO, which is a Signature, so it sure would be expensive, if they had to pay.
 
There is Fletcher Aviation at HOU, which does instruction in Grummans. I don't know if it's the same, because HOU is not the primary class B. Their rates were about the same as one of the joints with "new" 172's.

In most cases they have some sort of agreement with the FBO, if they are on the FBO property, but in most cases they lease their own property.

A good example would be Dolphin Aviation in SRQ, it's a pretty large FBO with two different flight schools on site. The flight schools lease the space, and ramp access from Dolphin.
