91 K, revised 135, 61, etc now available
Posted to Federal register on 9/17/03 is the new Part 91 subpart K. Also made changes to 61, 119, 125, 135, & 142. Am I reading 135.4 right? On-demand operations will require 2 pilots regardless of aircraft type? This will kill all small operators with pistons and small TPs. You need to dig, but in the explanation oif the rule changes at the start of the document it says:

"An 'eligible on-demand' entity operates turbine powered aircraft that are type certificated for more than one pilot...."

That explains why 135.4 is written as such.

Does it mean for 135 operators to take advantage of the more flexible reg rewrites. i.e. weather reporting, landing distance (which is for turbojet any way), etc that the operator has to meet the other stipulations for crew qualifications, pairing, etc? What is the definition of an eligible on-demand entity...operator? I couldn't find the reference quoted above. I couldn't find where it is talking particularly about "turbine powered...type certified for 2 pilots" in regards to the 135 regs. Shouldn't the wording in 135.4 distinguish this?
