Explain exactly how this is legal and also how they can fly major airline pax this way?

This is the way 402's and PA-31's did it operating for commuter airlines in the 1970's and 1980's. The regulations allowing those types of operations are legal.

If you are flying from LAX to JFK you got nothing to worry about. If you are flying to a city or state in which no one in either of those states care about then you have problems.

Lots of crazies on this thread. You won't see a single pilot airliner within the next 100 years. I think even the millennium falcon had a copilot.
