747-400s with no winglets?

We're any -400s made without winglets?? Saw a 747 pass by the other day, with no winglets, and on the tail, it said 747-400.

Is this true?
 
Where at and who was the operator?

I know that JAL operates a bunch of 747-400D (Domestic) aircraft which have the center aux tanks removed and the tail tank pulled, and some more that are 747-400s with all the tanks but they just pulled off the winglets to save weight while flying them domestically. The other reason I can think of to see a 747-400 without winglets is that one came of (for whatever reason) and just for looks' and balances' sake, they removed the other one. Not sure if any US operators actually operate full D models.

I think you're right. The one I saw was operated by ANA at a domestic airport in Japan.

Other than the winglets, any way to tell a -400 from a -300?

Boeing actually told them that on the short routes that they would be flying with the D models that the winglets had no aerodynamic or fuel savings advantage. So they delivered them without winglets.
