Why don't they just raise the hourly pay?

That costs more. With the signing bonus people get hooked. It takes a while to sink in that they really are getting paid too little for the work. Then they will quit. It might be cheaper in the long run for NWA to just pay out the bonus.

Maybe I should apply! I have three weeks off now, so if I applied, I could get the bonus and then quit before I had to be back in YIP!

Don't think it works that way,at least the one that I heard about. They pay out the bonus after your first anniversary with the company.

So they ask loyal employees to take a paycut to save money... then use some of that savings to recruit new workers? Sounds like the employees are paying those bonuses (sp?) out of their own pockets.
