How do non-scheduled 135 operators plan on complying with this? Are there any Charter quoting/scheduling software programs that will provide Customs access to Passenger Name Records? This new reg. is in Federal Register of June 25, 2002.
 
Operation Specs

Operation Specifications are ordainded by the FAA and as such are the playing rules until the FAA says otherwise. Now there is nothing stopping the FAA from knocking on the company door and saying hey buddy these are the new rules we are playing with now. But then again isn't that why Principle Operating Inspectors and Chief Pilots play so nicely together?
 
This has nothing to do with Ops Specs. Its US Customs rules. I doubt it will ever show up in the FAA Ops Specs. Currently 135 Operators have to submit an APHIS manifest to customs when returning to the US. This is additional to that. They are going to want each operator to develop a system to where Customs can take the initiative to pull up passenger info even prior to an outbound flight.

Isn't that like trying to pulling a rabit out of a hat, when there isn't any rabit there to start with?
When we did do some passenger transport, we had knowledge about the passengers because of past bussiness deals. But I can see how it would be more than posible for a group to pay a 135 operator cash for transport for annonmity.
This is an unreal situation for the despritely poor companies. How could you enforce such a law, with the certainty that "bad" clients are not lying to the operator for starters?
 
Huh? I agree it is going to be difficult for small on-demand operators whose trips can come up with only an hours notice to comply with this. But those are the proposed reqirements. I don't have a clue how to go about it - not computer savvy. Does anybody else have any input?
