135 SEL PAX Ops?

I've been looking at the 135 regs and got most of them down. Can someone tell me the restrictions/limitations as far as carrying passengers in a single-engine airplane. The reg looks like if its solid IMC, then you can't go.

And does the single engine airplane have to have two alternators and two vacuum/pressure pumps if carrying passengers in IMC?
