135/121 questions

My 135/121 regulations are pretty weak so hoping somebody could answer two questions.

1.) If you have an ATP but do not have the 100hrs of night flight can you be PIC in a 135 operation.
2.) Is the 1200hrs for PIC under 135 only for flying passengers or is it required for cargo as well?
