What are the good old US Of A's flight crew's views of allowing practice PAN's on 121.5 in the UK ? Is this stupidity?

Who cares? It's a universal frequency. Hopefully there is more going on the frequency than people telling each other they are on the wrong frequency.:D

I remember SwissAir 111 declared "Pan pan pan" for smoke in the cockpit, and requested Boston as a diversion airport... almost 295nm away.

The Canadian controller told them about Halifax just 30 or 40 miles away.

If you have fire/smoke in the cockpit, that's a full-blown emergency. No pan pan pan. That's a mayday emergency, follow QRH, and land ASAP at neearest suitable airport.
