The wing on the Citation you are looking at is not heated, most of those types of Slow-Tations use rubber de-ice boots but there is an option to install a TKS ' weeping ' wing, glycol anti-ice system.
What you are looking at in the picture is the glycol ' feed ' line to the missing TKS panel...
Well....by definition you are in an emergency condition so if you were crazy enough you could in fact request a return to the departure airfield for the approach of your choice.

Actually Roselawn was the result of holding in moderate icing conditions in a configuration not approved for ice penetration.
My feeling is if you're in ice, GET OUT ! My boots are there to provide me time to do so and the last thing you will find me doing is holding in moderate ice...
