what does this Notam mean?

What does the Notam "unmanned rocket" usually mean? Are these rocket clubs shooting off models? Are they military rockets? Are they rockets to scare of birds from the airport? Curious dispatchers want to know. Thanks.
 
My understanding was that you only own 200 ft above the ground at any given location and any type of Rockets being launched (small, large, toys, military) should give a notam (military sure does better than weekend warrior rocket builders)

Thus being said i would assume if you see a notam for a "unmanned rocket" my guess is that is a military grade type rocket with mulitple possibilities on its purpose.
