FAA CPL Glider, Fly in Europe

I am looking for a definitive document outlining countries that accept the FAA ICAO glider license. I have been told that both Germany and France accepts the FAA license, and allows visiting glider pilots to fly. But is this a license transfer (conversion), or is this simply a letter of authorization?

Is there a web source that FAA licensed glider pilots can reference with regard to conversion/authorization in foreign states, possibly for competition?

Late response, BUT, I would contact the SSA. I'm sure they know all the in's and out's because I think they are the US representative for competition flying.

Remember that most launches in Europe are winch launches, so you might want to read up on that, and be ready for some dual when you get over there.
