I would like to know if it is possible to jump seat on Horizon from SEA to YLW (Kelowna) in Canada. Is Horizon in the CASS system. Are there any special requirements.

CASS is Horizon. If you're on Horizon's reciprocal list, you can ride in the back on jumpseat authority, but not in the actual jumpseat. I'm not certain if you need to pay any departure taxes in either direction, though. I think you'd only pay taxes leaving Canada, but I may be wrong on this.
 
I have jumpseated on theat flight a ton of times. (mostly 2 yesars ago) but it wasnt a problem back then. Yes they are CASS. on the way back out they make you pay the tax. Around $28 bucks. call horizon and list before hand. This is realy helpfull on the way out of YLW. (they only get a few jumpseat requests a month and they look at you funny.)
