Ive heard numbers on type 1 for an RJ costing around 3k-5k and type 4 costing up to around 10k for an RJ. So possibly 15k to get fully deiced/anti-iced.

I have heard anywhere from $8-$14/gallon, but have no idea whether that is type I, IV or both or how many gallons it takes. Of course the amount of type I will vary with the conditions.
Probably a place to start would be with the bean counters at your company, although they may not be willing to divulge that information. Possibly a phone call or two to some FBO's asking their prices for the fluids and maybe a typical number of gallons for a G-V, Global Express or similar type.
I have no idea how the cost of delays is quantified.
