Subject: FY07 appropriations
As expected, the Senate at midnight tonight (Friday) followed the House in approving a continuing resolution to keep most of the federal government operating at FY06 spending levels until February 15. The CR applies to departments and agencies covered by the nine FY07 appropriations bills that did not get passed. The only departments that were funded anew for FY07 are defense
and homeland security.
The federal FY07 fiscal year began October 1 and runs through next September 30. The new, Democrat-controlled Congress convenes January 4.
With the passing of a CR through February of 07, that guarantees that the Senate will not bring HR 5576, a transportation appropriations bill with the text of S 65 attached to it, to the floor for a vote. It also means that the GOP controlled Senate will not try to get an omnibus appropriations bill passed before the 109th Congress adjourns.
Let's see what the 110th brings. I'm expecting a much less friendly Congress for the pro-change crowd.
