Fargo, ND was pretty good a while back. Haven't been there in years.
 
used Fargo when we did charter out of SEA/BFI. For PDX it is a little north of the great circle. Just about anywhere in SD will cover it.
 
Check out Bloomington, Indiana (KBMG). Both FBOs on the field have JET A for under $3.00/gal. Retail, no min fuel purchase, etc to get that price. Cook Aviation is about $0.10 cheaper a gallon than BMG Aviation. I THINK that price includes all taxes. You can look them up on AirNav for phone numbers. Call them up and ask, but they're about a dollar a gallon less than anywhere else I've seen.
