I checked the FAA site for ASCs. I have been one for the past year, however the link was down. Just called the FSDO but no one was in. I don't think there is a specific requirement. I posted some info below, it does not specify.

Pilots can complete an FAA WINGS phase in three easy steps:
Step 1: Earn Safety Seminar Credit (often referred to as the "ground" requirement)
Step 2: Complete the FAA prescribed flight training
In addition to the safety seminar portion, there's also a flight-training requirement. To earn a phase in an airplane (requirements vary for other aircraft categories) pilots must complete the following prescribed flight training:
One hour of flight training to include basic airplane control, stalls, turns, and other maneuvers directed toward mastery of the airplane.
One hour of flight training to include approaches, takeoffs, and landings, including crosswind, soft field, and short field techniques.
One hour of instrument training in an airplane, FAA-approved aircraft simulator, or training device.
The flight-training portion of the FAA WINGS program is also documented on the FAA WINGS card. You must also obtain a logbook endorsement to document the WINGS flight training from the flight instructor who gave you the instruction.
Step 3: Submit your documentation to the FAA
The safety seminar and flight training portions for each phase must be completed within a 12-calendar month period. After completing a phase, pilots may begin working on the requirements of the next phase at any time; however, one (1) year must pass between the date of completion of the previous phase and the date of application for the next phase.
Simply mail your completed FAA WINGS card and, if applicable, a copy of your online course completion certificate to your local Flight Standards District Office (FSDO).
