Why do TRSA's exist - why not just make them class "C" airspace?

Why do TRSA's exist - why not just make them class "C" airspace?

Is it due to equipment differences? Staffing?

If it pertains to "shape of the airpsace," seems to me that TRSA's counld be redefined to a size similar to a class "C" space.
