Who endorses the 8710 for the AGI?

To obtain your ground instructor certificates, all you have to do is complete and sign an 8710 and submit it with your written test reports to FSDO. (No written test report for the FOI is needed if you already hold a ground instructor certificate or a CFI.) FSDO will type up and hand you a Ground Instructor Temporary. No instructor signature on the back of the 8710 is required.

But if a fella wanted to find the location of this info, to prove it where would he find it? I thought that was the answer but what is the source?

The regs provide sufficient "evidence" to show this. The two required tests (FOI and Knowledge tests) themselves are the only requirements for a ground instructor's certificate. An instructor's endorsement is not required ot take those tests. Therefore a recommendation/endorsement is not necessary.

The elgibility requirements are listed here:

61.213 Eligibility requirements.

(a) To be eligible for a ground instructor certificate or rating a
person must:
...
(3) Except as provided in paragraph (b) of this section, pass a
knowledge test on the fundamentals of instructing to include--
(i) The learning process;
(ii) Elements of effective teaching;
(iii) Student evaluation and testing;
(iv) Course development;
(v) Lesson planning; and
(vi) Classroom training techniques.
(4) Pass a knowledge test on the aeronautical knowledge areas in--
(i) For a basic ground instructor rating, Sec. Sec. 61.97 and
61.105;
(ii) For an advanced ground instructor rating, Sec. Sec. 61.97,
61.105, 61.125, and 61.155; and
(iii) For an instrument ground instructor rating, Sec. 61.65.
 
AGI 8710 non-signoffs

I think what's really being asked is what is the legal reg or authority setting forth that AGI-IGI applicants don't require the back of their 8710 to be signed.

Of course, without delving into the depths of 14 CFR 61, we know that candidates for pilot and flight instructor certificates and ratings must be recommended by their instructors for the practicals. The recommendations must be made in two places, the candidates' logbooks and on the back of the 8710.

I'm sure the answer to the AGI-IGI signoff question lies in an FAA ASI handbook somewhere because it's not apparent (I don't think) in the regs. I know we have one or two ASIs who read this board; maybe they can shed some light.
 
Clarification

Was somewhat late when I typed my response, so let me clarify a bit.

Under the eligibility reg, if any other endorsements were required, they would be listed there. For example, for a signoff for private, the eligibility requirements are as follows:

Sec. 61.103 Eligibility requirements: General.

To be eligible for a private pilot certificate, a person must:
...
(d) Receive a logbook endorsement from an authorized instructor who:
(1) Conducted the training or reviewed the person's home study on
the aeronautical knowledge areas listed in Sec. 61.105(b) of this part
that apply to the aircraft rating sought; and
(2) Certified that the person is prepared for the required knowledge
test.
...
(f) Receive flight training and a logbook endorsement from an
authorized instructor who:
(1) Conducted the training in the areas of operation listed in Sec.
61.107(b) of this part that apply to the aircraft rating sought; and
(2) Certified that the person is prepared for the required practical
test.


The ground instructor makes no reference to signoffs by an "authorized instructor," and therefore none would required.
