It's like a dumbass and a jerk combined, but different. I haven't heard anyone call anyone else a TERP since the 90s sometime.
 
A "TERP" is somebody who goes to the college that has Terrapins as their mascot ;)

"TERPS" is the document that is used to build approaches, departures, and stuff like that.

TERP = terminal instrument procedures

The criteria used to establish instrument approach obstacle clearance. Circling minimums for the different categories (A,B,C...) are based on TERP criteria and then increased to give a little bit of a safety buffer. ICAO circling minimums provide a larger protected area than what the FAA deemed necessary, for whatever that's worth.

Technically, not TERP but TERPS. The term is not used for a single procedure, but means the entire set of criteria used to build procedures.
