I doubt we'll be seeing E175's on places like ITH and CRW. Going to other cities is fine, until you remember LGA is limited to a certain geographical area, not to mention those small cities can actually make good money on full-fare tickets. A lot of those routes will be CRJ2 since they are replacing DH8's and Delta specifically said they will be all jet from LGA.

There are several possible scenarios..
Drain CVG even more and move those comair planes to LGA
Move Compass out of MEM to LGA, and backfill those E170's with CR9s (possibly 9E?)
Close the small Pinnacle base in MSP and move those planes to LGA

Shuttle America is in LGA mainly to replace the old Delta Shuttle
ASA is unlikely since DL needs to maintain their % of flying from ATL
Mesaba seems pretty utilized in MSP/DTW/MEM

Not sure if this is any indication but the MEM FSDO recently moved into a much larger facility. It’s rumored by some local government personal that the extra space was needed for part 121 expansions along with the probability of overseeing a relocated Colgan certificate.

I still don’t quite understand why PCL is flying those two Comair CRJ’s? Something to do with the painting of the fleet but it just seems odd to me.

It's because Comair lost jets to everyone else. The only thing odd these days is Comair flying them.
