Fractionals are per-paid, on-demand charter allowed, until the advent of part 91k, to live in the part 91 world. Now, with all of those companines that called themselves fractionals moving to part 135 (MQ Card At NJA), they will in reality be nothing more than 135 charter operators selling hours vice shares.
