Warning Areas

So I know the definition of a warning area but im still a little unsure about why they are there... Is it simply a "warning" for pilots that they are over International Waters?

Cant we just have a blanket warning off all flight operations more than 3/4 miles off-shore?

Anyone really know a lot about Warning Areas and what else goes along with them. Is there a time ATC will not allow you to fly through a warning area?

Utilized with military training.... units will call range control office to schedule time in various sectors throughout the "whiskey" area. Prior to entering, a call to Giant Killer required to gain access. MARSA rules and courtesy call when exiting range. W-122 has lateral limits that are near the AR routes along the eastern US.
