No, I said a VFR tower can't issue an IFR clearance.

Really? I should have been fired years ago because I issue IFR clearences and IFR control instructions everyday at work and Im in a VFR tower. VFR towers don't use IFR radar seperation, hence 1 IFR in the airspace at a time unless courses are diverging and we have IFR non radar seperation or we or the pilots have all the associated IFR aircraft in sight.

Kind of amazing I can't issue IFR clearences even though my tower has an FDIO for that very purpose. Amazing the people on this sight that have no clue what they are talking about but the CFI rating turns them into an expert!

We have the RACD as well, but we don't use it to seperate planes, basically extension of my eyes so i can figure which pattern entry is better or to make traffic calls.
