Under 135, can a flight legally takeoff for an airport that has no instrument approaches, or no approaches that we can fly (i.e. GPS approaches)? Is there a way around this?
 
Bama is correct. Also, you can get ops specs for VFR ops under 135 and 121. I flew a 737 the other day VFR on a 9 minute leg. I even remembered to close my VFR flight plan :D

You can file IFR to the VFR airport you are referring to, you just have to have an alternate and obviously shoot a visual approach. The weather should be such that you can reasonably expect to see the airport from the minimum IFR altitude. Got a GPS? File direct. Got an RNAV? Make sure the airport is within the operational service volume of a navaid and file direct. No RNAV? File direct to a navaid within operational service volume of the airport, then direct to the airport from that navaid.
 
yup...we just file to north bend, then cancel once we get bandon in sight ;)
