Unusual Citation Mod.

I was just hoping someone could shed some light on this nose wheel contraption. I have never seen a mod like this. Could it be a gravel kit for a Citation?

I'm pretty sure it is a nose wheel spin up kit. Helps when landing on gravel. It is alaska.

I forgot to add:
It only on the nose to keep gravel out of the engines, nothing to do with off the plane. That's why it's not on the mains.
