I've been digging throught the AIM and can't find any specific action required or regulations
that limit the use of a navaid (VOR, LOC, NDB, etc) when a NOTAM lists it as UNMONITORED.
What do you do? The way I understand it is that "UNMONITORED" means that ATC or the
AFSS is not keeping track of the navaid's on/off status. Operationally, I monitor the IDENT for the
entire time I use the navaid but I still use it (like when using an NDB). I would like to hear your
input on what you interpret UNMONITORED to actually mean and what action, if any, is required
by the pilot.
 
I know that it has something to do with an airport being able to list alternate minimums.

Beyond that, I would assume that it is giving you heads up to let you know of a recent change (hence notam) that the navaid isn't monitored. If I was going to be using it, I would make sure to identify it instead of taking for granted (which I do anyway, but perhaps would be more in-tune with that).
