If you go to Jepps website and fish around for something called the "Chart Clinic", you'll find about 25/30 articles by Jim Terpstra dealing with all symbology aspects of Jepps charts. Some of the best info I've seen...you'll like it.
Blue airports are Department of Defense airports (DOD) meaning military personnel have approaches into them. Green means VFR...no approaches. Jepp capitalizes the airport name if there is an approach to that airport and lower case if there is not approach to that airport.
IIRC Blue means the airport has a published Instrument approach, Green is VFR, Circle is a military field, and circle with spikes is non-mil.
If you bought the Jepp pack, they have a great key for every single one of their symbols. I'd suggest absorbing all of what they've got there. There's also a number you can call (should be in the pack there somewhere) where you can ask them the significance of everything on the chart and they will do their best to help you out.
