1 correct, you can use IFR GPS to navigate to and from a VOR or NDB and use it to determine when you are over the NAVAID. However you CANNOT do an NDB or VOR approach using just the GPS.

The letters GPS must be in the approach title (ie NDB or GPS 27)

2. With your GPS or if you don't have I'm not sure.

according to the AIM section 1-1-19 talks about the use of GPS in lieu of ADF and DME. Yes, you can use the GPS provided that its an IFR approved GPS. The G1000 system, as well as all other GPS units have those waypoints stored in the database. The lobby intersection is intentified on the G1000 as a waypoint since the only DME data either off the RMIs in the PFD softkey menu or off the waypoint status bar is GPS DME and not slant range dme.

2) Having looked at the plate for BED, I'd say Lobby can only be used if you can get to it from an airway or GPS. Probably has something to do with /A flight plans. Technically you have to file to a waypoint for an approach. By listing Lobby on the approach (even though you can't really ID it from that chart) you can file to Lobby and meet the criteria for filing the /A flight plan.

edit:

Or they just screwed up and forgot to put in the radial.

Bingo. But that's a real world answer. The question doesn't appear to be asking for something real word but something more like "all your charts except for this one blew out the window."
