Are the TSA Waivers for International operations only required for Part 91 operators who will be flying into a non-portal country? Are there any waivers required for Part 135 operators who are operating under the same circumstances? Thank you for any help.

I've been trying to get that question answered myself. Called the TSA (they had just taken over the waiver program from the FAA this summer) a back at the end of JUL. I couldn't get a person to answer it (the person I talked to was changing departments) and I was told to ask the MIA IFSS. Well I did and he was much help either. He just read the FDC notam with me and I had the waiver form in front of me. His interpretation was that it only referenced Part 91 so 135 would be exempt.
