TSA to start enforcing rule on matching passenger data

Any one in the know about how this will affect commuting? If the info has to be there 72hrs prior, then this could get really ugly!

I begin with the caveat that I have not read the full text of the rule. The article states that the information must be provided at the time of booking. You mention a 72 hour requirement, I would think that a booking (or non-rev listing) that occurs less than 72 hours prior to departure will comply as long as the information is provided at the time of booking. To surmise otherwise would mean that airlines are not allowed to book a passenger less than three days before departure, I really doubt that is how the rule works. The ATA may be the anti-union minions of evil, but they are not stupid, and would have screamed bloody murder if this were the case.

I can only speak for UAL, but when non-rev's list, they are required to provide the information before the listing can be completed. Compliance.
