Because it is a different training system and legalities. It is not apples to apples. If you knew the training system and requirements you would not have made that statement.
 
Your boss is a typical spoiled brat. He doesn't really want to learn to fly, he wants to skip all the steps. If he's lucky he will only hurt himself. You should start him in a single engine prop, it won't take him long to be humbled.

Btw Navy pilots start in a single engine turboprop
