The other day we where sitting at 900/2 every now and then visibility would drop to 1.5. The wife & I are sitting on the ramp at a satellite airport I call clearance & delivery & wait! I wait some more! I call again! I wait & wait some more! I here them talking to the airliners & private jet’s at the main airport! I try the other radio and I call again still no answer I give them about 5 min to respond! So far 20 min has gone by with out 1 answer. I shut it down Grab my cell phone call the local FBO to see if they are monitoring the Unicom for a radio check! I turn on the radios and check them and they both come in clear so I know my radios are working! I know its common at my home airport for a 10 to 15 min wait after you receive your clearance for an IFR launch time I am wondering why they did not respond???? Really ruined my day! What would you do in this situation? I was almost ready to call the people at C & D and give them and ear full!
 
Could call them on your cell phone and request your clearance that way. Thats what I often do when operating out of smaller airports with out RCOs. If you dont have the # to the facility 800-wxbrief works also.

We are also Class D without a control tower & slaved off another airport tower across the river so we must call their control tower prior to take off! We must also establish contact prior to entering their class C at wich starts at 1,100'.

Not to be an a$$, but its not "clearance and delivery," the frequency is called "clearance delivery" as in they are the people that deliver the clearance to you.

You made it sound like a discount maternity ward...

It's possible Clearance couldn't pick up your radio, even though you could hear them. It's happened to me before. If you can't get ahold of them try the local approach control or flight service. Failing that, call flight service and get a number for clearance. I have had to do this a couple times at a fairly closed-in airport.
 
Perhaps you could have taxied to a different location on the field, to rule out any transmission "dead spots".

I've been to a couple of towered fields that have dead spots - especially for small aircraft that "hide" behind steel t-hangers.

Same place I alway get my clearance never a problem right in my tie down spot!
 
sue. there's no other way around it. sue the living crap out of them for stress, wear and tear on your health AND airplane, and general abuse of power. i'm thinking several million, at LEAST. you deserve it.
