Hey i posted this in the general section with no luck so ill try in here.

I have my Canadian commercial, multi, IFR but i am an American citizen so i am converting all of my licenses this fall. I will need to write the written tests(comm, IFR, and maybe instructor) which i have been studying for using the ASA study guides and the FAR/AIM. Do i need to get signed off by an instructor to write them or can i just do it myself? if i need to get signed off by an instructor is there one in the northwest (im in Vancouver Canada right now) that would be willing to help me out for maybe a small fee(i dont have the most money haha). Anyways thanks for your help.

Look under the appropriate FAR for each cerificate or rating under Eligibility, for instance 61.123 for commercial pilot eligibility: (c) Receive a logbook endorsement from an authorized instructor who:
(1) Conducted the required ground training or reviewed the person's home study on the aeronautical knowledge areas listed in 61.125....
 
Simple, Go buy a Gliem, King or ASA Book fill out the questions in the back fax it off they will fax back an endorsment and go take the test!
