Stay at the Intercontinental hotel(part of the Holiday-Inn family I believe). Don't leave the hotel if you don't have to. I'd second taking a weapon if it were allowed....but they'd lock you up forever(or until somebody shows up with lots of money to pick you up) if you were caught with it. I've heard that the Le Meridian is also a good hotel, but haven't been there. Terrorism is not uncommon there, and if you're pegged as an American, you become an instant target.

what kind of airplane are you going in?? do they require a navigator in Uzbek.?
 
I haven’t been to Tashkent, but we go to Biskik. The controller’s speak good english but be prepared to be given altitudes in meters. My aircraft has a meters selection but I still have to reference the conversion chart.
PS. It was cold as hell last week.
