I am a little confused with TO alternates. Does the weather have to be at or above the highest minimums or lower minimums for that particular runway? If you have an ILS going into a runway, do you determine if you need a TO alternate based on the minimums for the ILS approach or the LOC approach or Circling approach?
 
Lowest minimums. If it has an ILS then you use those minimums assuming you are equipped to shoot that approach. Can't use CAT II though.
 
simply think about it like this.

if i have an engine failure, continue the takeoff, can i LEGALLY come back and land at this airport? if the answer is no, then you need a takeoff alternate.

thus the language of being below APPLICABLE (ie if GS is NOTAM'd then use LOC mins, etc for the runways IN USE) landing minimums.
 
Let's say the GS is out and we are a category B a/c and taking off out of DFW 17L. The RVR for the LOC app is 2400 for category B, but are you supposed to base your TO alternate on that value, or the highest minimum for that equipment which would be RVR 5000 under category D? Thanks for the input.
 
Cat. B aircraft use Cat. B minimums, Cat. D aircraft use Cat. D minimums. Don't make this too hard. Basically, can you do it in your airplane on that particular day. That's it. :)
 
If the WX at the field that you are departing FROM is below landing minimums, then you need a takeoff alternate. The city that is chosen has to meet alternate minimums.
