Heres a dumb question. Can you get a spec VFR landing at a towered airport? If so what are the Req's? I have never done a spec vfr.

Yes you can. Read 91.157. In short, you can conduct special VFR at any airport (except for a few that are listed in your far/aim) that has controlled airspace to the surface. (i.e. class E, D, C or B-- though most, if not all, class B airports are on that list of off limits airports) Request it in the same manner you would at an uncontrolled airport.
 
Unless my memory decieves me... You wouldn't request a Special VFR into an uncontrolled airport because the vis requirements are the same as a special vfr in the uncontrolled environment...

Special VFR's are requested only in controlled airspace by asking the controlling agency (usually the tower or the approach control that has the airspace over a non-towered class e airport) "Requesting a Special VFR approach into airport ABC..." They will then ask for any specific information they need and give you the instructions that you should follow.
 
THe minimums are 1sm and coc, plus at night you as well as the a/c have to be good to go on the instruments.

Don't confuse "uncontrolled airport" (a non-towered airport) with an airport in "uncontrolled airspace".

Non-towered airports located in a Class E surface area are covered by the regulation.
 
To add to what Mark wrote, also be aware that I (approach control) can ONLY issue a SVFR clearance in a Class B/C/D/E surface area. Once you're outside the surface area, you must be legally VFR. If you're flying in 1 1/2 mile vis at 1000' where the class E transition airspace goes down to 700', you can be busted. And outside of the surface areas, there is no clearance I can issue to make you legal in such weather, except an IFR climb and clearance.


Very common mis-conception!
